RULES ON BORROWING BOOKS

  1.   Overdue, Replacement, and other Charges

Books not returned on time are charged PhP2.00/day excluding Sundays, Mondays, and Holidays. Regardless of user status, unreturned overdue books as well as unresolved financial accounts in the library, including fines and lost books, may result in temporary loss of borrowing privileges until items are returned or replacement charges and/or fines are paid. In the case of students, unsettled library accounts at the end of the semester are sent to the Registrar’s office for diploma, transcript, grades, and registration holds.

Lost books: Any person who loses or fails to return a book within seven (7) days after the due date or recall shall either replace it with the same title or a good photocopy, or pay its current replacement value, or replace it with thirty (30) days by another title to be selected by the librarian. In all cases, the person shall pay a fine equivalent to 50% of the cost of the book.

Mutilation: users will be required to pay for the actual cost of repair and other processing charges, and will be required to render community service in the library for one week. Repeated violations will be reported to the Office of the University Registrar (OUR) for appropriate disciplinary action.

 

  1.   Patron responsibility

  All patrons are responsible for the materials borrowed from the University until all these materials are returned. They are also responsible for any charges incurred for overdue, lost, or damaged library materials.

  1.   Renewals

       All loans are renewable if no one else has requested the material. Students are limited to one renewal. No student may hold on to a book for more than four (4) consecutive weeks, whether the book is in demand or not. Renewal is done in person or through email on or before the due date at the Circulation Counter.

 

  1.   Requests (Recalls, Reservations, and Searches)

Requests for book recalls reservations and searches are done at the Circulation Counter. Requests, however, are limited to current faculty, staff members, and students of UPOU.

  Recalls: All loans are subject to recall. Any book borrowed after a week can be recalled if another borrower requests the material. Upon recall, the item should be returned promptly. Recalled books not returned within two (2) days following the receipt of the notice will be fined PhP10.00 per day thereafter until these are returned.

  Reservations: Only books that are currently on loan are qualified for reservation. A request placed for an item that is already charged out will automatically curtail the privilege of the existing borrower for book renewal. The priority to take out the material is given to the requestor. The requestor will be notified by phone when the material becomes available. Reserved materials will be held for at least one (1) week for pick-up, after which the book is shelved for general circulation. 

  1.   Lost or damaged books

  Users are responsible for all costs associated with lost or damaged materials including overdue fines, handling, and other processing charges. Damaged or lost books must be reported at once and must be replaced within two (2) weeks from the date it was reported at the Circulation Desk. Failure to replace or pay for the book within the allotted time means suspension of borrowing privileges. If the book is found and returned within one month from the date of payment, the price paid for it is refunded but the corresponding fines, or an amount deemed reasonable by the Circulation Librarian, will be charged. Payment for lost/damaged books is done at the Circulation Section.

Note: An official receipt is required when requesting a refund.

For photocopy of articles or chapters of chapters/portion of books (not more than 10% of the whole books of interest the price is as follows:

Photocopy fee: Php1.00 times the number of pages

Delivery fee: Pick up at Mega Learning Hub-Diliman => free

                         Pick up at Mega Learning Hub-Cebu and Mega Learning Hub-Davao is 

                         depends on the courier delivery fee.

Mega Learning Hub coordinators files records of the item borrowed and provide the University Library copy of all the records. He/she acknowledges receipt of payment and stamps the due date on the borrower’s card of the user. Upon return of the borrower’s card of user and collect fines as necessary.

Obligations

  • The requesting user shoulders the photocopy fee and/or the delivery fee of materials (as necessary) from the University Library to the Mega Learning Hub.
  • The user will be charged a PhP2.00 fine each day that the book is kept beyond the due date.
  • Failure to return the books and payment of fines will mean suspension of their library privileges until they settle their library delinquencies.

 

General Information 

The Circulation Section is located on the 1st floor of the UPOU Headquarters in Los Baños, Laguna. It houses over 4, 000 volumes of books on Humanities, Social Sciences, and Pure and Applied Sciences. It exists primarily to serve the book needs of the entire community including the students and faculty members of the three Faculties: Faculty of Education, Faculty of Information and Communication Studies, and Faculty of Management and Development Studies. The University Library operates within a framework of regulations and guidelines to efficiently carry out the Section’s objectives and functions.

       The lending of books for home use remains to be its main activity. The number of books that may be borrowed and the duration of the loan depends on the classification of the user. Fine for circulation books not returned on time is PhP2.00/day excluding Sundays and Holidays. A valid ID/Form 5/Employees Appointment is required for borrowing books.

 

RULES:

Dos and Don’ts in the Library

  • Don’t forget to bring your ID and borrower’s card when borrowing material.
  • Don’t forget to fill up completely the book card (card found inside the book) with your name, college and student number, and your borrower’s card with the book’s call number and accession number.
  • Do take notice of the due date of the materials you borrowed.
  • Do approach the librarian or any staff in the library if you have any questions regarding the library.

 

POLICIES AND PROCEDURES

  1.   Entering the library

The library requires users to present their valid UP ID upon entering. Valid UP ID can be in the form of the Polaroid card, the temporary ID, and or the special library card, which are countersigned for the present semester. Only graduate students from other colleges and universities, alumni, former faculty and students of the university, and researchers from government/private agencies are allowed to use the library with fees.

  1.   Using the library

The library is divided into 6 sections/areas, namely:

 

LIBRARY SECTIONS

Reserve Section: The reserve section is comprised of closed shelves so the users must request the books they want to borrow from the person in charge at the desk. Only two (2) books are allowed to be requested at a time. Reserve books borrowed overnight should be returned on or before 9:00 a.m. the next day. Php5.00 will be charge every hour that the book is not returned. The maximum charge is PhP50.00 per day. Reservation and claiming reserve books are allowed after 3:00 p.m.

Circulation Section: The circulation section contains open shelves so the users can go to the shelves and look for the books they want to use. The books on the shelves are arranged by call numbers (based on LCCS). The number of books allows to be borrowed depends on the type of patrons. Borrowing and returning of the books are done at the circulation desk. Books not returned within the due date are fined PhP2.00 per day.

General reference section: The general reference section is also made up of open stacks so the users can go to the shelves and look for the materials they want to use. Materials in this section are for room use only but can be photocopied.

Theses and Periodicals section: The theses and periodicals section is closed shelves, so the users need to request the theses and periodicals at the charging desk. Periodicals may be photocopied, but the theses may not be photocopied. Users can only borrow two (2) materials at a time.
